Its possible its that but I agree it seems pretty weak. I just dont think its necessarily a retcon. The WG is starting to be on edge when it comes to the worlds unrest and how close the Yonko are getting to One Piece. Before this there was inherent stagnation for decades.

He's the only one fighting because Elbaf isn't part of the WG yet. Imu just wants to make sure he is a good dog, having him do what he stands against, before he allows Elbaf to join the WG.

2.2B was simply way too low for a Yonko bounty, even a “new” Yonko (BB had already been a Yonko for like a year atp), and Oda realized that. Imo Oda should’ve had the thing BB was talking about “seizing before the Marines can take it” be something more grandiose than the fucking Mero Mero no Mi (which he didn’t even get anyways, and which also happened right when his 2nd bounty was revealed), but whatever.
Guys like Kid and Law got 3B bounties, and there’s a good chance that Ben Beckman imo will have an above 2.2B bounty, so BB’s 2.2B bounty is clearly just a result of Oda not knowing how high he would end up making the other Yonko’s bounties imo. I guess Brannew being on an acid trip when he give BB that first bounty would be the most valid in-verse explanation

In that way I agree, yea it sucked. Imo yes he shouldnt have revealed Teach's bounty at all and just made it 3.9 billion or whatever in chapter 956
Going after Hancock was stupid but in the end it miraculously ended with Garp now being captured so it gives me mixed feelings lol. Imo it would have been worth it if she was also captured so she could at least be in the new world. Currently shes the only former Shichibukai doing nothing outside of Weevil
