I think we have to take it at face value. Sanji says he was able to dissipate the laser because of PoL. Just as it allows him to flip his genes yet keep his emotions. Just as it allows him to ignite his flames of passion.

Now whether its a form of ACoC or not I dont know but what I do know is that it is foreshadowing/ informing the encounter between between Gaban and Sanji. If Gaban says the PoL is just an analogous term used for Conquerors haki - then fine! But (and this is the option I actually want) if he instead says that the Power Of Love is a unique ability then it makes Sanji even more special. Imagine Sanji the guy who's able to do the impossible like damaging holy knights, dissipating lasers, and who knows what else all because of love. I do think the Power of Love is independent from ACoC, because so far it gives Sanji abilities that no one else has really replicated. Advanced Conqueror's have not shown the ability to just ignote themselves on fire, they haven't shown the ability to turn their genes on and off, they haven't shown the ability to interact with light, they Sanji has. This is way better than just a generic strength amplifier and gives Sanji way more options in the future

PoL is likely just Haki. Gaban definitely wields it, yet he says the only counter to the regen is Haki. Unless PoL just can't do anything against regen I'm willing to bet this means that they're the same thing and that Oda won't make a big difference between them.

The fact is that it is believed that Sanji is saying all these "cool" lines like "this was the power of love" because he knows it is a new kind of power. Sanji always have been a guy who likes to be poetic and/or dramatic sometimes. He simply just thinks it was a cool line to say (against S-shark and Kizaru in this case).

And I don't think we're in a Zoro-like scenario where Sanji does not know he has some kind of power and he is still using it unconsciously. Too much redundant and it is not something Sanji would do, he should be more aware of his power and that gag works well with Zoro but I don't think it would work for Sanji as well.

I do think PoL will be a thing but again it's likely just a form of Haki. It's tied to willpower, in a way, by definition, so it makes sense
