they were literally fighting harald. they knew he was turned into a monster. they should be able to put it together that loki killed him cause he was gonna kill everyone else otherwise

Gaban said before the flashback that Loki is a dangerous person, which he is, but didn't really go "he's a horrible monster!".

And the first thing he did was start a fire, so again, unchaning him carried risks, as Loki may not be a bad guy as much as everyone thinks...but he sure isn't a nice guy.

Him having a wife and child changes everything .

Why take the risk putting your life in danger where he can get killed leaving his wife and child to deal with that .
When ace has the WSM who is a yonko and his allies coming to save him.
If anything you think Gaban would expect WB would be able to do that but as BB he get so weak he could save one person .

and Gaban is a trusted member of the community so he would back up Loki’s claim

They hated Loki even before Harald died. And Loki probably lied about his death to save what little remained of his father's honor.
