Maybe there won’t be exactly Twenty as Lili defected and Imu might be defeated before the others return but there’s no way Oda won’t do this.
By the way, the Twenty Kings are also like the real final villains of this manga. I would bet money that the likes of Zoro’s final opponent is among them (the strongest swordsman in history), and the other Straw Hats may have penultimate enemies among them as well.
