He doesn’t need to rely on it, but he does need to be able to handle himself in case of it. Look at start of Wano, he got overpowered by the cat which Luffy legit thought Usopp could beat

I'm not saying he can't come out of Elbaf with a big PU, but it will be something unique and in line with his unconventional style imo.

I mean look at Sanji, one could argue he needs to be able to defend himself against women, but that's just not gonna happen and Oda made that clear. Zoro will always be reliant on his swords, Franky will always be slow af, etc. They'll always have weaknesses and that's why they're complementary.
