Shanks is more skilled than Zoro, and Mihawk is more skilled than Shanks. They automatically get bumped above Lucci in that regard.
I also fail to see how Lucci would be the most competent when he lost twice in one arc because he was too stupid to just leave an Emperor and his crew alone.

Atmora is a frozen wasteland, Yokuda is mostly sunken, Pyandorea just only has the Maormer/Sea Elves, and Akavir, well...I don't think they honestly will ever show anyone from there, sadly.

But all nine countries? Even Elder Scrolls Online hasn't quite covered the entirely and that game has a shitload of zones.

Only difference is Ryusoken uses AdCoA/Ryou as it's base and entire rokoshiki is based on Physical strength of the user.

But yes they work similarly. It's just Whitebeard fruit produces Shockwave and Xebec produces it through Swordsmanship. But both produces shockwave only.
