If the dragon (Loki) is at the bottom of the Adam Tree, the eagle has to be at the top, where the Heaven Realm is. And we know that even the king of Elbaf has to do what the elders decide, which would make the Heaven Realm the logical place for them to reside, with the squirrel delivering messages between upper and lower Elbaf.
