They arent secret. They are just a new concept Oda decided to add in the story lol, like Imu or Rocks or anything else recent. He ties those things back to older characters to make it "seem" like its been part of his thought process for years. And he does this when those characters become relevant.
Take Imu, the Gorosei have existed for decades in this manga. It makes them supporting an unknown ruler believable.
Take Rocks, clearly he was created to be Blackbeard's father. How long ago was that conceived though?
Same with Knights of God and Shanks. The Figarlands practically run that show, so it almost sounds like they were made to elaborate on Shanks' backstory. Hell, Dragon, who initially teases them, is involved in how the twins grew up.
Edit: And you can see how he tied all of those concepts together, and with Egghead/Elbaf no less and characters that involve them (Kuma, Harald, etc). Not really a strike against him though. If you are going to add new things in your story thats 30 years old, this is the way to do it
