Rocks is clearly presented as a hero, at least within One Piece’s own characterization of what a hero is. He’s essentially just a slightly more unruly version of Roger, or even Luffy. I think that Xebec also clearly understands what it takes to fight Imu. A few casualties and getting your hands dirty along the way are unavoidable. He isn’t living in a sanitized fantasy with plot protection like the Straw Hats.

He’s also not an anarchist, nor does he believe in causing unnecessary casualties. That’s evident from his responses to both Loki and Kaido. Kaido wanted to subjugate Harald and Elbaf through brute force, while Loki questioned whether Rocks intended to destroy the world. We already know how Rocks responded to both situations, and those answers say everything about the kind of person he really was. Bottomline is that Rocks was a highly ambitious person who knew the evil reality behind the World Government. He has morals, and his mind is clearly on the same wavelength as some other hero-esque figures in the story like Roger, Loki, Luffy, Ace, etc.

Yeah, he values family (no explanation required), he values friendship (Kaido-Harald), he didnt sacrifice people for his own goal (didnt force his crew to join GV fight, gave them a choice). If such a man, who also happens to stand above all the conquerors of his time, is not a hero, then who is.

Why there's no "anti-hero" option?

I mean, Rocks is definitely selfish, ruthless and greedy, as a pirate should be. That being said, he also has certain standards, like saving his family, honouring the truce in Shakky's bar, being able to have decent relationships with Harald and within his crew (yep, they weren't a found family like SHP, but they still worked okay together).

Atleast WG focus on law and order and there's international Laws among members states. You don't see any Kings doing war of conquest in OP

there is a simple thing called context, understanding and reading comprehension, i've already explained this to rumble you can go back a page and read that if you want....

if someone has ruled the worl for 900 hours id assume theyd have law and order over their governing kingdoms.... we see plenty of kings doing war of conquest, hell harald used to, jokers whole role was war of conquest (thats an evil person) plus plenty of others we've seen from underworld to non governing countries.
