Mihawk > Shanks is debatable and that in itself is a result of the above justification.
Let's not act like incessant Shanks wank is not a generally known fact.
Do you realize how disguting the wank for a character has to be to have him one-tap a pirate who was viewed as one of the leaders of the new gen after he had just beaten a Yonko albeit controversially? Or have him embarass a whole newly introduced Admiral with wifi Haki
for a bloody movie promo?

Also from a story telling perspective going forward, what is the fcking point of dragging Shanks and jerking of Loki? Yes Loki will be key in the battle against the WG and an interesting new element into the series but we all know this gonna be the Nika show at the end of the day. Plus, are we just going to bin all that Shanks development. So Loki an ally/nakama type character is god tier and > Holy Knight Harald > Xebec, Roger, WB > Mihawk > Shanks but then Shanks is supposed to be BB's hypetool but Loki a character introduced several arc prior will be stronger than BB or comparable to him?

While it's true that Oda glazes Shanks a lot, at the end of the day he still puts multiple characters on the level of or even above Shanks.
Big Mom, Kaido, and Oldbeard were all seen as relative to Shanks. Mihawk is confirmed to be above Shanks. Xebec is above Shanks. Harald is above Shanks.
So on, and so forth.
Shanks doesn't NEED to be as strong as some people believe he is, because that's not the focus of his character. He doesn't NEED to be above Loki, you just personally think he is above him.
Nothing suggests Oda will break his established scaling just to glaze Shanks as much as possible. The only time he had Shanks embarrass another top tier was for a movie promo, and even then Aramaki said he just "wasn't ready to fight them then", implying he'd probably fight Shanks another time if he could.
