I addressed them in the post. The purpose of Sabo and Ace in the manga is to be Luffy's protective older brothers. They're different to the other cheerleaders, as there exists a hierarchical relationship between them. Hell, the only reason Sabo exists is to replace Ace as the protective older brother.
Loki's purpose is not to be Luffy's protective older brother, hence, apples and oranges. Loki's story is to realise that Luffy is the man he's been searching for this whole time (sun god).
And Hancock wasn't Luffy's peer pre-TS. She was a much more established character, much more world-renowned, on a totally different level to Luffy. Meanwhile, Luffy is the Yonko here and he has a slightly higher bounty. Luffy and Loki are peers.
