So, Oda needs a New Luffy, Someone He will Hype Non-Stop, only to then Use him as Hype Tool for Final Villain's Introduction,

Enel of OPVerse is whoever Stops the War between WG & it's Enemies, and is capable of beating Both.
I give Loki's Hype a Maximum of 30 Chapters, I doubt Oda can be Patient more than that.

How would an outside force fit into this equation? Given Imu in this case is the grand ruler of the world for at least 800 years and having outlived Joyboy and Davy Jones, basically being the sea devil confirmed (satanic power + sea pacts).

It's not like with the rebels vs. royal army or Shandians vs. Skypieans, where both are politically illiterate parties who are blind to the bigger picture.

Getting hypetooled by Imu doesn’t matter, Imu already did that to Roger and co. Loki is cemented as one of the strongest top-tiers if not the strongest top-tier by feats rn.

In terms of DF law would be one that has the most shit his DF can do.
Loki would seem to take brokenness for everything else even if few characters have some of that .

Loki one feat is hitting someone with no guard and killing them .
Imu think it was not possible but it showed he did not know shit since harald said loki could have done it with the DF.
So in this case harald knew more about power of the DF and Loki than Imu did .
