In any other series, two guys on the same side would've at least discussed Loki's intentions towards those who wronged Harald. But not Oda. Oda dislikes clear communication, both between his characters and between him and us.

They just haven't shown enough feats, but we can easily infer that they're not meant to be complete fodder since they've been constantly praised as the strongest army in the verse with multiple characters trying to win them over to their side for years.
