I don't speak Japanese, but I think there's a translation issue here. "world nobles" shouldn't mean tenryuubito, since Wano people don´t even know about the marines, who are much more well known in verse. It would mean the nobles of various Kingdoms, like Sabo´s family. Unless we´re supposed to believe a Wano war with the government happened, but Oden, Kaido and the Gorosei all missed it, lol.

Shamrock talked to the gorosei about a certain pirate not long before this. It’s possible it’s shamrock realizing that Loki was the one who killed Harald and was defeated by Shanks as such the presumption that Harald was killed by some indestructible force died in Imus and the goroseis mind and Elbaf

He doesnt know Loki killed him.
Nor does he know that Harald made it easy for Loki to kill him.
Imu thinks Harald was legit beaten by someone stronger, he doesnt know Harald removed his defenses.

I cant comment on this i dont have the japanese raws in front me. The only thing that i found at a quick glance was some post of arthur where it appreantly says its nobles and "le pirates" so i assume it was a generic statment, like how dfs are supposed to be "magic" in wano

Yes that's why it's called a speculation/theory. It wasn't me and that other dude saying it actually did happen.

It was said that pirates and nobles came after Wano for it's gold, and given that Wano also has Pluton hidden in it, it would make sense if the World Government tried to seize it before.
Obviously, this isn't something that's guaranteed to be the case, and it may not be what Gyukimaru meant, but it could happen.

Also, it was never said that Saint Shanks “defeated” Loki, only that he “captured” him lol. And even then it was never said that Saint Shanks captured him 1v1.

The reason is because Saint Shanks is a flea to Loki, Loki would murder him easily.
