I don’t regard PoL as an ability that has to or necessarily can be unlocked.
As presented, it appears to be more like an inherent trait to those characters Oda defined by their capacity for love.
Those characters, if prolific fighters, tend to be Conquerors. If Sanji’s Lady Radar and Garp’s CoC and flames attack on GV are any indication, it appears PoL is highly compatible with Haki. Who’s to say Sanji wasn’t using Armament and PoL in his laser feat?
I would not be surprised if Gaban can coat his axes in flames.
As for what will happen with Sanji, I believe he will awaken Conqueror’s Haki and instinctively use it to defeat Sommers.
I still suspect Gaban or someone else will make an interesting comment on love that may inform more of our understanding.
Thriller Bark and Parage Shot could also be interpreted indications of Sanji rebelling against DR and/or liberating others with new PoL flames.

Yeah cause Domi Reversi is powered by the targets life span (Imu said so when they transformed Brogy). That’s why when Xebec was defeated he just reverted to a human.
HK Contract definitely better cause it doesn’t wear off (possibly because it connects the target to Imus endless lifespan). That’s why when HKs are defeated they just have to wait to heal.
But both grant physical boost and an immortal body that can heal from almost anything. I don’t think the exact which one grants a bigger physical boost is something oda necessarily cares to explain.
