Pretty sure it's going to Be like a split personality thing, where Exo Sanji is able to use CoC because he taps into the part of himself that can use it, but Sanji in his regular form cannot. Would be a cool way for Oda to add more conflict in Sanji's character with his final power up being the acceptance of both halves.
I actually have a theory that Sanji's stealth black persona "stole" his Conqueror's Haki.
Thats why i also believe Gaban told something he didn't understand completely but that is eventually going to find out. After all he said "yeah i had a feeling" when Gaban looking at Z and S told more than one of them had CoC
No wonder Sanji said against S-Shark who was about to kill Nami: "Article one of the Sanjitution: He who scares Nami gets death!"
"Article 9: He who makes Nami scream gets ..!! (then he attacks with Raw Heat Strike)"
(Some translations translate it to "Sanji's Kingdom", but it seems there is a pun here, obviously intentional "Sanjitution")
This is a completely new behaviour for Sanji tbh. It seems like his eyebrows switching unlock his full potential including his latent Conquerors, partially twisted by what he should've been which is Germa's Number 3 Stealth Black and an emotionless Judge's soldier who can't disobey him like the rest of his siblings. No wonder he blocked Kizaru's lasers with his eyebrows switched as well, that aint simply an Exoskeleton thing
Not that Sanji is softy, but there is definitely a new level of edgyness and corniness after that

Otherwise why is Sanji acting like that? Whats the point of this eyebrows and personality switching?
I see Sanji's Exoskeleton as Enma: Zoro had to let Enma suck all of his Haki even if it killed him. Sanji will have to be permanently with his eyebrows switched to use Conqueror's Haki.
Not even Zoro knew he had CoC, he was using it and coating his weapons uncounciously, so there is definitely something that he is still lacking here, whether if it is his mentality or something related to Enma, i think it will work similarly for Sanji's case..
Sanji will have to basically find balance between Stealth Black and Black Leg Sanji. It's his duty to conquer Judge's will, manifested through his lineage factor alteration, and accept that as a part of himself to be able to use Conqueror's Haki
