The SHP have been in life or death situations before for 1000 plus chapters, and you canonically have characters who have had COC for decades without ever being able to coat it. All of this is supposed to happen when:
Elbaf is ending soon
Sanji isn´t even the focus or main focus of the arc outside of Luffy, since Loki is around.

Luffy went through multiple extreme-diff battles, slowly progressing his haki skills. Oda gave Zoro a haki cheat code for a reason lol.
