Police and military are extension of government itself.
People can riot but thing is most of the time people riots against something when they are directly feel impacted - issues which doesn't have any direct impact won't result in majority to come on streets. This is same everywhere.
Even if pressure is build on the government to act then at most what could happen is - a reassurance of justice and to follow due process of law.

A national narrative based on fear is build and people fall for it.
Even the rich would remain rich and free if they stay loyal and it happens through back stage deals.
Information would be controlled.
Gradually, it extends to opposition and elections to stay in power.

One of the most disturbing things in the Epstein files seems to be a diary of a girl who was used as an incubator for babies by Epstein and Maxwell. It also seems her mother sold her to do this. Her way of writing is a bit unique, where she writes every two letters above each other. So the two words "Like this" would look like
