The difference is people like Admirals were never confirmed not to have CoC. In fact from what we've seen, Sengoku/Garp had CoC, so odds more likely than not in their favour.

Thus, if Zoro casually dispatches this much stronger group, it means he can do the same to the group Xebec faced. There's genuinely no reason to think otherwise.
