Well the case is true for at least half of the Scabbards.
So much yes! I think Oda just likes to create characters, but honestly, there are way too many. OP would benefit if it had fewer characters in focus, and especially SHP would stop being supporting characters in the manga where they are supposed to be main ones.
 
I would prefer if the Straw Hats weren't presented as the absolute masters of their fields, and they face situations where their skills aren't developped enough, and that they meet masters of their respective fields from whom they learn new lessons due to said masters' long experience (such as navigation and weather for Nami, cooking for Sanji, medicine for Chopper, mechanics and science for Franky, etc...).
 
There should have been real character development and far more character-driven moments forthe Straw Hats and their dreams, with them talking about their dreams, making progress on it and demonstrating the strength of their dreams and ideals to others.

For example a missed opportunity during Whole Cake Island arc was to have Sanji interact more with the BMP and to meet with Streusen, who's basically a foil and evil counterpart to Zeff, and their more cynical and self-serving and opportunistic worldviews, and shows them not only his cooking skills but also making a demonstration of him selflessly cooking and giving food to people who need it and talking about the ideal that is All Blue.

Or Chopper finding about the Smiles and desperatly trying to find a cure to those who have been left with a permanent grin and laugh due to them. He could also have had a moral dilemna upon learning about and witnessing Big Mom's mental illness, due to how much of a cataclysmic threat and force of nature she is and her being an enemy, only for his doctor conscience to tell him that he can't let anyone with a disease and not try to help her about it, and as such him trying to find a cure or treatment to her illness.
 
Kuzan's battleship training is way more inspiring to me than 90% of the other training arcs I've read.

Mostly because it's very believable tbh, he just finds an exercise, and gets someone knowledgeable to help by being confident and not letting him brush him off.

And then he just stays consistent at it, and the result is...

I feel like this is way more relatable to me than most training arcs which are too extreme for my taste in terms of execution, effort, results etc.

This on the other hand is pretty nice, it honestly feels aspirational without being overdone. Like legit this has been more relevant to me while exercising than most other character's powerup arcs.

Honestly they were never like world strongest of their field.

Nami is an excellent navigator but she doesn't knows it all. And we get that when going into grand line and then New World. I guess New World she already knows much stuff because it was part of her 2 year training but she wasn't ready for Wano waterfall for example.

Usopp also isn't the best sniper. He is a great one but wasn't sure about his skills back at Dressrosa when he unlocked his haki.

Zoro we don't even have to say.

Some may look they are already the best buy they are also still learning like Robin and Chopper. Chopper for example have no such dream as becoming the best but to cure all diseases and for that matter be the best is not enough.

Brook dream is to meet Laboon again. So being already the best musician means nothing towards his dream.

Sanji dream is to find All Blue so being already the best chief (if he surpassed Zeff I don't think he did) means nothing towards his dream.

This could be at the last red poneglyph or at Laugh Tale. Could be at Wano. No reason to be specific at Elbaph.
