He didn't actually need it; Oda wanted to use it for the sake of the story again. Just like how Luffy used Gear 5 against Lucci right when Vegapunk was explaining Nika to the crew, Luffy used Gear 5 here for the scene where Jarul mentions the Nika prophecy.

Dragon Loki's design might be better than Dragon Kaido's, but sadly the manga is not the same anymore as it used to be during Wano act 1

Wano act 3 / Nika's debut really killed the manga.

It's the same, especially in black and white manga: Oda did draw Kaido with clouds.

We cannot judge simply by looking at coulds because almost all mythical, in one way or another, have them.

I don't really have an issue with the time limit ,in fact, it would be a big problem if there wasn't one. However, I agree that this issue needs to diminish over time. We're seeing this problem gradually fade in Elbaf, he's adapting to it quickly.
