Its always been weird to me how title bros brush off Mihawk being totally irrelevant to the narrative and clearly being a character that Oda himself is not very interested in as if that’s not a very serious problem for him.
Yeah, if WB and Kaido, who actually got to dominate entire story arcs didn´t really definitively prove their titles(and Whitebeard was genuinely treated relatively badly this arc, even if you still think he built his way up later on), all that really matters to Oda at this point is being linked to Goofy and what hypes up the audience, and Shanks is clearly the big man on campus in both catagories, after film red became one of the biggest movies in Japan or whatever

I mean he thinks that Shanks’s red hair doesn’t matter at all despite his epithet literally being Red Hair, and despite it repeatedly being pointed out to him that Shanks, Shamrock, and their mom are literally the only 3 characters that have their hair drawn with a grey shading in the black and white manga (despite guys like Kid, who had pretty much the exact same shade of red as Shanks, only having his hair drawn as white in the manga), so I think that answers your question.

He also called Mihawk the strongest swordsman "in both name and actuality" as a gag. Clearly Mihawk wouldn't ACTUALLY be the strongest swordsman despite it being built up for over a thousand chapters with it also being Zoro's end goal, because that'd just be silly!
I don’t think he will be that serpent but I do believe him and Garling could potentially have multiple powers one from their sword and one from personal consumption. Honestly I don’t even think Oda would do that for Shams but I could see it for Garling, higher status and less talent (headcanon) so he could compensate.

If he doesn´t respect titles in practice, and is willing to contradict previous information(you can say this about almost any reveal in Elbaf and even the last 10 years of OP), it sends the reader the message they don´t need to take the titles so seriously. A vivre card statement doesn´t change anything, they repeat the statements from the manga. I´m pretty sure the vivre cards and databooks also say Kaido is the strongest, which you don´t even believe.

Until Oda contradicts himself again, Mihawk is still canonically above Shanks, which I don't see ever changing as him being the WSS is directly tied to a Straw Hat's dream.

Except Kaido was also introduced as unbeatable until Luffy got to him(with Luffy overcoming him specifically emphasized as an achievement tied to him becoming the pirate king). Yet you yourself believe that there are others characters who ultimately could have done so, like Loki. So why should Mihawk be treated any differently? Being tied to Zoro is cool, but it doesn´t change the fact that if you concede that one title holder was never really legitimate(despite major narrative importance, literally the main villain of a 4 year long arc), there´s nothing really stopping newly introduced characters like Shamrock from being above Mihawk, lol? Do you believe that Mihawk will be the last character Zoro fights in the manga?
