And Ragnir is definitely not above even current Luffy, who has been hyping and impressed by Loki, but didn't say anything about Ragnir.

Ragnir might be a low top tier even.

Don't set yourself up bro. Loki taming Ragnir was a good feat, but it was really beating HK Harald with his Df that allowed him to surpass everyone. Loki wasn't the strongest character except for Imu as a 16 year old in human years in base. Xebec also pretty clearly believed Harald could have eaten it as well.
