Shamrock wears a cloak and doesnt need to engage him in cqc with that sword.

It would be potentially pretty cool to see the brothers team up, but I doubt Oda would have Shanks work with such an evil character anymore. He might be willing to have him be friendly to an extent with Kaido even, but probably not a CD in the current timeline. Realistically, if Oda would have Shanks get a contact in the government, it would be like Kuzan/Fujitora.

I also think the Rocks pirates know about the Figarlands and Blackbeard being Rocks's son, even though Oda probably didn't have it in mind originally. Shamrock and Garling do go around doing missions, so they probably noticed, or maybe they heard it from Roger back in the day.
