So now that it's finally confirmed that Shamrock, not Shanks is the one who met with the Gorosei after the newest SBS
I think we can put the idea that he went to talk to the Gorosei about Blackbeard to rest. The reason so many people assumed this was based on Shanks and Blackbeard being rivals, as well as Shanks going to Whitebeard to talk about Blackbeard in the pre TS. But the important context there is that Blackbeard was a wild card that the world wasn't paying attention too. As Shanks put it, he was a man in the shadows.
This would obviously not true for Blackbeard in post TS, he took to the stage of MF, and announced that it was his era, finished off Wb, tried sinking MF, showed off 2 devil fruits. I mean, people talk about snitches, but Teach basically snitched on himself, lol. Since then, we knew he became a Yonko, one of the biggest names among NW pirates.
Some people argued that Shamrock would have told the Gorosei about Blackbeard being Rocks's son, but I think this is pretty pointless. The Gorosei are old enough to have seen Rocks, Shamrock isn't. They would have probably put it together, or Sengoku would have by the Timeskip, like how Cipher Pol eventually figured out Ace was Rogers son.
The reasoning for it to be Loki is pretty simple. The first time we see Shamrock properly introduced in the story, he's trying to recruit Loki for the Gods Knights, and we find out Loki has a special bounty. Even after the flashback, we don't know why Loki has a special bounty. The likely answer is that he has a special bounty, because he's in consideration to become a Gods Knight, which like a warlord gets their bounty frozen, it would likely erase Loki's previous crimes, since the Marines can't judge a "God".
We also know that Sommers asked Shamrock if he was in Elbaf to visit Harald's grave.
Timeline wise, we know that Harald became a Gods steel around 24 years ago
At this point in time, Shamrock would be in his late teenage years, probably not a proper Knight of God yet, but just a Gods Steel. He and Harald could have gone on missions together, with Shamrock being impressed at his power. Years later, with Shamrock being much more high up in the organization, he looks into Haralds son, a pirate. Like how Shanks notices Blackbeard as a wild card, but unlike Shanks, Shamrock is an opportunist and wants to use Loki, like how the WG used Harald. So Shamrock goes to the Gorosei and asks them about offering Loki a position in the GK, but they remain unsure. It's only after Saturns death, where Garling becomes a Gorosei that they finally agree to Shamrocks plan. This creates a story reason for Shamrock being introduced in Elbaf before he shortly left. It would also set him as a scheming character, as opposed to the more passive Gorosei, which would imo explain why Shamrock and Garling are in that double spread about OP contenders.
