So now that it's finally confirmed that Shamrock, not Shanks is the one who met with the Gorosei after the newest SBS

I think we can put the idea that he went to talk to the Gorosei about Blackbeard to rest. The reason so many people assumed this was based on Shanks and Blackbeard being rivals, as well as Shanks going to Whitebeard to talk about Blackbeard in the pre TS. But the important context there is that Blackbeard was a wild card that the world wasn't paying attention too. As Shanks put it, he was a man in the shadows.

This would obviously not true for Blackbeard in post TS, he took to the stage of MF, and announced that it was his era, finished off Wb, tried sinking MF, showed off 2 devil fruits. I mean, people talk about snitches, but Teach basically snitched on himself, lol. Since then, we knew he became a Yonko, one of the biggest names among NW pirates.

Some people argued that Shamrock would have told the Gorosei about Blackbeard being Rocks's son, but I think this is pretty pointless. The Gorosei are old enough to have seen Rocks, Shamrock isn't. They would have probably put it together, or Sengoku would have by the Timeskip, like how Cipher Pol eventually figured out Ace was Rogers son.

The reasoning for it to be Loki is pretty simple. The first time we see Shamrock properly introduced in the story, he's trying to recruit Loki for the Gods Knights, and we find out Loki has a special bounty. Even after the flashback, we don't know why Loki has a special bounty. The likely answer is that he has a special bounty, because he's in consideration to become a Gods Knight, which like a warlord gets their bounty frozen, it would likely erase Loki's previous crimes, since the Marines can't judge a "God".

We also know that Sommers asked Shamrock if he was in Elbaf to visit Harald's grave.

Timeline wise, we know that Harald became a Gods steel around 24 years ago

At this point in time, Shamrock would be in his late teenage years, probably not a proper Knight of God yet, but just a Gods Steel. He and Harald could have gone on missions together, with Shamrock being impressed at his power. Years later, with Shamrock being much more high up in the organization, he looks into Haralds son, a pirate. Like how Shanks notices Blackbeard as a wild card, but unlike Shanks, Shamrock is an opportunist and wants to use Loki, like how the WG used Harald. So Shamrock goes to the Gorosei and asks them about offering Loki a position in the GK, but they remain unsure. It's only after Saturns death, where Garling becomes a Gorosei that they finally agree to Shamrocks plan. This creates a story reason for Shamrock being introduced in Elbaf before he shortly left. It would also set him as a scheming character, as opposed to the more passive Gorosei, which would imo explain why Shamrock and Garling are in that double spread about OP contenders.

Meeting Gorosei,
Son of Garling who is his Superior,
Commander of Holy Knights,
Animal Sword,

Shamrock tbh reminds me of Spandam, not Power or Personality Wise, but Position Wise,
I wonder if Shamrock intends to Betray WG, just like Spandam,

When Spandam met Gorosei, He convinced them to let him seek Ancient Weapon & use it themselves instead of just trying to Prevent it,
It feels like Shamrock done the same, He convinced Gorosei to let him go Recruit a Pirate instead of opposing him,

I don't think it's Loki, because Imu wanted Elbaph anyway, Shamrock didn't need bother convince Gorosei, and also Loki isn't technically a Pirate yet, He acted as Representative of Elbaph & his Crew were Surviving Royal Guards, and throughout all these Chapters so far, I don't remember Loki being known primarily for being a Pirate or that He had a Pirate Crew, He is known as Prince of Elbaph & Giants,

I think Shamrock wanted to Recruit Loki for whatever Mission He got approved by Gorosei regarding that Pirate,
Also, don't forget that Loki's DF was Unknown to Imu, so Shamrock probably wanted to Recruit him for his Legendary Strength & Haoshoku Haki, implying that He wants to embark on a Mission that involves an Adv.CoC Pirate, Someone that his other Holy Knights can't handle,

Seeing how Shamrock talked about Shanks, nothing implies that He is his Target & He wants Loki to help him against them,
Shamrock was clearly talking about someone who didn't Join an Established Major Faction yet, someone who is still on the Market,
And it's definitely not the retired old Rayleigh & Gaban,

Imo, Shamrock was probably talking about Man With Burn Scar.

I feel like if it was about Loki we would have gotten a flashback to their conversation.

Imo its going to someone different. I.e. Luffy, Burn Scar Man, possibly even Bonney if you believe the father theory, or just Shanks himself.

Not saying its wrong i just would have expected Oda to reveal what was said then, given the conversation happens before Wano and Elbaph is like a month and a half later so wheres the urgency on Loki lol

Loki is definitely considered a pirate. Essentially anyone but the RA's who commit crimes on the sea is considered a pirate, and Loki has a pirate belt. He hasn't officially been the sovereign of Elbaf since Harald died, nor has Hajrudin.

Do you really think that Shamrock would have went directly to meet with the Gorosei as this big cliffhanger and it's to talk about like... Bonney lol? It would have to be someone who's a bigger deal, but also someone the Gorosei wouldn't necessarily have their eye on.

I would imagine we didn't have a flashback, because Harald being a HK wasn't revealed to us at the time of Shamrocks introduction. But I think Shanks and Luffy are also possible options for sure.

I think it’s about Luffy. Right after this is when the gorosei learn Luffy is Nika after all
