The only way to thaw Ratatoskr’s ice is if he does it himself. So if they’re frozen somewhere in ice it only makes sense to be this ice doesn't thaw.

Im actually thinking the old War God (Elbaph) froze them on purpose to preserve them for the future when the 2nd world ended. Same point but I doubt Ratatoskr did this autonimously.
