Saying they're between YC1 and Admiral level somehow implies they're top tiers? 
You keep mentioning the statement that you think implies they're top tiers - when it really doesn't - and repeatedly ignore the statement that makes it perfectly clear where I rank them.
And I don't know what "threat" means to you, but it means strong enough to beat them. There's no implication about Z and S's level compared to top tiers, the implication is about characters below that tier. So yeah, I know what that entails, and it's not what you think it does.
It's strange that you could misunderstand, not only because I've been very specific about where I put them, but also because you mentioned a bunch of characters that you think are between high and top tiers themselves. So, according to your logic, you were implying all those characters are top tiers.
