Yes the entire duration got extended, but I don't think his Plan of splitting the story in three segments changed,
East Blue is Act 1, entire Grand Line is Act 2, and ending is Act 3,
He made sure for East Blue to end in exactly 100 Chapters to the point He even cancelled a Chapter or two,
It's not far fetched to believe that He will want the final segment & countdown of story to be exactly 100 Chapters too,
He can extend Act 2 however He likes and He will simply refrain from releasing that final 1 out 100 chapter until everything is set,
Even if he keeps adding new characters & concepts & extending many stories, He will simply extend Act 2 even more so that They are put in a position where the final segment can still be executed in only 100 chapters,
I simply meant that I believe Oda does plan to reach Chapter 1300, cuz it's extremely difficult to end it before then,
But whether it's gonna end around that chapter or last for much longer is a decision that Oda has yet to make, cuz He needs to first reach a particular scene before he decides to rush the ending or extend it,
That particular scene is whatever he decided gonna be the trigger of ending when he started writing this manga, it could be a character introduction, reaching a certain location, luffy finding something ... etc it's like that point of no return in a video game, where if you reach that particular mission, you can't return to free exploration again,
With how things are currently going in Elbaph, is it hard to believe that Oda might use that scene in Chapter 1200?
Also I already mentioned that it cannot be a coincidence chapter 1100 brought us back to start of story using Kuma Flashback, and Imu technically joined Elbaph Arc in chapter 1150 (similar to how Oda nailed the timing of bringing Mihawk in Chapter 50), so there is high chance that Chapter 1200 is gonna be similar to Chapter 100 (End of East Blue + Dragon Introduction + Titled Legend Begins),
Chapter 1200 have a high chance of being that point of no return.

It doesn't matter how many islands left to visit, if we keep following the SHs defeating just one enemy from the remaining groups, Emperors, Navy, WG, the series will never end.
Oda needs to do something about this.
- Assuming the major strong characters like Emperors/Admirals & Dragon get about 5 chapters each on average, including battles, flashbacks, etc. we need around 45-50 chapters.
- Imu/Nika/Davy/Void Century fights & fbs: 20ch minimum.
- SHs achieve their dreams: 10ch minimum.
- Series closure, what happened with all the remaining characters etc: 5ch minimum.
That's at least 80-90 chapters without adding much other important stuff and we're still at Elbaf, missing a poneglyph with Oda introducing more and more new characters.
That shit aint going to end in less than a decade.

Realistically though this pattern is mostly ending with Elbaph. We essentially got Rocks, Teach, Shanks and even partially Dragon's backstory all in one Flashback on top of Loki/Harald. The only major Flashback left is the Void Century, sprinkled with smaller ones for relevant characters when its time, and the only named Islands we actually have (unless he adds more) are Lodestar and Laugh Tale. We are functionally at the end of the journey.
The bigger issue is structure. Is it a stupid big war with everyone? Or is it framed as smaller battles i.e. fighting over the RPs then fighting over One Piece, etc. Does the story end at LT? Does it end at Mariejoa?
Like so many possibilities but arguably even if there are a 1000 characters Elbaph seems to be the last "Kingdom" focused arc with specific characters. My big concern is really giving everyone their time of day, not necessarily that he wont make it to those points. Does it end in 150-200 chapters feeling rushed or does he actually have another 300ish chapters left in him?
I think this series realistically can and will hit 1500 chapters solidly.

Why are we acting like the emperors and admirals are all arc material though? You have Blackbeard, and maybe Sakazuki as arc villains material and that's pretty much it. Oda wants the Strawhats to go the island that only the PK has been to(lodestar/Laughtale) after Elbaf, so The plotlines of the rest are going to be resolved in a final war or whatever, probably with anyone not connected to goofy getting little focus

Tbf though, lets say you frame it this way (not arguing order or merit Im just putting out what has been generally agreed to be Luffy's enemies):
- Lodestar: Sakazuki
- Laugh Tale: Teach
- Mariejoa: Imu
Its hard to see how each of these arcs would be anything shorter than a 100 chapters each. Again, Im playing devils advocate and assuming Oda doesnt change arc structure for the endgame, which I absolutely think he is. But even then, if Luffy has to fight 3 more actual villains in the story regardless of location (not even including whatever potential Shamrock has), it is understandable to see why anything under 300 chapters (after Elbaph) at this point is difficult to comprehend for some people.
You factor all of the above and then have to loop in the myriad of allies and that side with the crew or side with any of these other people. It gets ridiculous lol. Thats even assuming we go directly Elbaph -> Lodestar.
