The only time Harald regained consciousness and control of his body was when he was crushed by Loki. This is clear in the manga, so much so that Loki says, "You're back, father?" And Harald would lose control of his body when the pact mark regenerated. There's no point in coming up with narratives to glorify your favorite character; Harald is far superior to Whitebeard, he's on par with Xebec Prime, a level Whitebeard never reached.
