WB's territories were seized by many pirates, both great (e.g.: Big Mom took over FI) and lesser ones (e.g.: Brownbeard immediately tried to seize Foodvalten). Kaido tried to fight Whitebeard before Marineford, but was barred by Shanks. And so on...
