Is it a sign that Oda is just making up shit for the 1st/2nd World on the fly, or did he avoid mentioning the War God just to subvert expectations later on?

Jack the Drought is more of a character than Soyboy,Davy Jones, John Elbaf or Ryuma because he actually appeared in the story. Oda is only going to pretend to care about the characters connected to Luffy, while everyone elses parallels/ancestors aren't really relevant in Odas mind

John Elbaf probably isn't mentioned in the text because he didn't particularly do anything world altering or significant besides being strong

The robot/building was from 3000 years ago.

The Alabasta Palace is from 4000 years ago.

A building isn't a character lol.

The only important thing from Alabasta to the larger lore is Vivi's ancestor, who was fromt he second world.

And the first robot hasn't been mentioned since, so idk. Maybe? Feels like Emmet was a bigger deal tho

One reason why he could be from the first world is that Oda introduced the first world in this arc and it'll make sense for a character introduced in this arc to be related to it since Davy Jones seems to be from the second or even third world.
