He's not cutting the services and expenditures drastically but some of the revenue sources he relied upon to bridge the deficits are short term in nature which means there's no guarantee that the revenue will remain in upcoming years as well.

Also, he's delaying pension payments. Delaying can ease this year's budget but obligation remains which means they have to pay in future.


It's like a patchwork relying on future optimism.

If growth stagnates or decline, wealthy taxpayers relocate their businesses then next administration would be having higher liabilities and deficits on their hands.
