Ofc it's not ONLY Power related, but it pretty much goes hand in hand with their status as the right and left hand man. And thats how it usualy goes, the closest to the Captain are usualy the strongest.
When the Giants were talking about Gaban, they said there were 2 other monster besides Roger that far exceeded the rest of the crew, Gaban and Rayleigh.
It's the exact same for Zoro and Sanji, they are clearly the 2 strongest after Luffy and that gap between them and the next strongest is gonna get bigger after they get their PU's this Arc.
I personaly don't see Loki joining based on that alone. Oda bombarded us with parallels this Arc, with the whole Right and Left hand, Wings of the Pirate King, literaly have Luffy say Gaban is like Sanji and Gaban seeing Roger in Luffy, the cover page etc. He is not gonna throw that out of the window by letting Loki join. He is simply too strong.
