As for actual argument, a heavily, heavily restricted and massively holding back Hitsugaya was overpowered by Luppi in CQC, yes. But that really doesn't change anything. Hitsugaya would lose to Harribel if he took her own in pure CQC, or Grimmjow.

All-out Hitsugaya who is willing to use HH from the beginning one-shots an army of Luppi casually. To put it into perspective, Hitsugaya with extremely limited time managed to gather enough moisture to one-shot Luppi. In Hitsugaya vs Harribel, they needed to wait a long time and stall hard for a big-scale attack that dwarfs one used in Luppi's defeat. And when unrestricted and using HH, Hitsugaya is able to instantly shit-out attacks on scale matching, if not surpassing, that.

A scale that even Tres Espada would need massive amount of prep-time to produce. Unless you're one of those people who think it was a shit-tier attack that Harribel could easily break out of (but didn't until she was broken free) and Starrk is a retard for reacting to it with wide eyed expression and awe, then yeah.

R2 Ulquiorra? I don't care for. It's impossible to scale him as there's no comparison point. Either have him at fodder below Harribel or massively above Yammy, who gives a shit.
