The Tailed Beasts weren’t a thing in Part 1, which is why no one ever called Shukaku the One Tail until Shippuden. Back then Kishimoto just intended for there to be some random Yokai scattered throughout the world, and the plan was probably for the Kyuubi to be the strongest or 2nd strongest. Kishimoto probably carried over this bias for Kurama when he retconned the Tailed Beasts into existence

If we're getting any Gorosei involvement, then I'd be happy for it to be him. Given he was the first to bow out on Egghead (for what was probably intended to be set up for a potential weakness to the teleportation; given, you know, there's no other reason why him getting pushed into the sky would cause him to just randomly teleport back to Marie Jois unless there was some distance limitation or something. Lol. Though if so, Oda clearly gave up on that idea when he decided to make the HK's kidnap the Giant kids to take back to Marie Jois.) I want to see more of him and what he can do.
Yeah, it's pretty funny to think about how the entire basis for part 2 just was based on Shikaku also existing.... even though Shikaku was supposed to be a monk or some mythological shit.

I don't get why Kishimoto had the 5 and 7 Tails be captured first offscreen during the timeskip. Why not just start with Shukaku, have the 2 and 3 Tails be captured offscreen during the Tenchi Bridge arc, and then have the 4 and 5 Tails be captured when the 2 and 3 Tails originally were in canon? It kinda undermines the logic of Gyuki and Kurama needing to be saved for last when the sealing process was already out of order from the very start.
Also, the idea that the Gedo Mazo would somehow be destroyed if they attempted sealing Kurama first makes no sense. It's just the empty husk of the Ten Tails, so why wouldn't it be able to accept its own chakra (Kurama) back?
