There is two mafia so how does this make any sense? It would have to be an intentional decision on their part, or two people are inactive, and if I'm the only inactive then you can rule out the latter.

i think its more likely for mafia to miss/fail a kill than to intentionally try and frame inactives by abstaining it. the latter is risky as we can show up any moment and foil it
