So we went from Food fueling Luffy:
to powering him up almost 1200 chapters into the story....?

Meat given to Luffy made him ignore the gaping holes he got from Lucci and Especially Crocodile.. He has energy to ignore his fatigue.. doesn't mean he gets to pull 150% of his power or that his haki grew stronger just because he ate..
Gunko doesn't have eye powers its just a rare birth defect one piece world hasn't experienced so they think its a special ability
Same explation works for both Teach and Imu : They didn't expect to get jumped out of the blue and their brain "bugged"
The excuse works better in Imu's case as his focus was on Loki and he only registered Luffy presence just before getting smacked.
It's more of an issue of the villain being careless than an actual powerscaling one imo.

As much as I whined about it before, I guess Oda having Base Luffy get feats against Kaido and Imu is him telling us that Base Luffy is not far off from Gear 4/5.
This is where I'm at, I guess: Base Luffy = 50% power, Gear 4 = 75% power, Gear 5 = 100%. This is only in terms of speed/power/endurance, Gear 5's reality warping powers are another rabbit hole entirely.
My question is: does Luffy just... always use Gear 2 in serious fights, now? Like how he can use Gear 3 without drawbacks? Or does he only use Gear 2 when using certain moves?
But, yeah. As much as it annoys me to see Zoro and Sanji get portrayed like this compared to Base Luffy, there is historical precedent for it.

Oda gives as little exposition as possible to each of his characters while introducing as many new plot points and characters as he can. Then he leaves those plot points hanging and those characters underdeveloped for hundreds of chapters. It's frustrating because it feels like he keeps expanding the story instead of committing to what he's already introduced. Everything feels static. Everyone feels static. Interactions between characters feel shallow and predictable. The Straw Hats barely interact with each other anymore. The powers and systems have no consistency.
