But even if it is, the second most advanced armament haki used by Luffy was “too shallow” compared to Luffy’s basic and sloppy usage of ACOC in 1010.

no way it’s even comparable to the higher uses of CoC

People seems to forget that you can assess strength of a person with Observation Haki. Luffy can sense what other person is feeling with Observation Haki. Sanji describes Big Mom as "Iron Balloon", he was able to assess her defences by just looking at her, not even seeing her in action.
Gaban being able to assess that Sanji has qualities of CoC is not farfetched. He is one of the 4 confirmed people with Future sight, his observation haki must be very strong.

Why did it take a fight with Kaido for him to unlock conqueror’s? Why didn’t he have it earlier in life?

The real reason is that Oda had to establish Luffy as the first in line for the ability. That’s why Luffy had it and actively used it for hundreds of chapters before Zoro awakened it

That’s another thing too. People don’t seem to realize that there’s an order to these things

Luffy is 1, Zoro is 2, Sanji is 3

Sanji was never going to awaken conqueror’s haki before Zoro because Zoro sits above him in the hierarchy

This is true for the narrative, but there's also a gag: Zoro has no clue about awakening. So we don't even know if it happened before Kaido or not

Gabans observation haki has been shown to be incredibly strong and unique. Even without Future Sight, he was able to hear Luffy's declaration across the ocean, was able to still feel the presence of those using CoO masking, etc. His observation is no joke so him being able to read if someone has CoC is not far-fetched
