Let me tell you one thing though, Loki is built up to be way stronger than Shanks by design. The story of Xebec literally started out with him saying that he needs the Nidhogg fruit to beat Imu and the World Government. Guys like Xebec were neg-diff material for Imu, what makes you think that Shanks is supposed to be stronger than basically 50% of Xebec’s plans?

Shanks probably still KO’d Loki, even if by cheap shot. This event did make him yonko after all. And Gaban credited Shanks specifically with capturing Loki.

As for Loki’s power level, Loki still probably isn’t in his prime. His DF doesn’t seem to be awakened, a neither is Ragnir. Loki also might have special eye powers as well.

The World Government doesn’t need to know that Shanks KO’d Loki to make him yonko lol. Shanks “capturing” Loki is enough news, even though there’s no fight at all. Take a look at the all of the OG yonkos and tell me who did they defeat to attain such a title, nobody. And Shanks cheap shotting Loki with a powerful move is even more dishonourable than just dropping chains on him with the giants’ help LMFAO.
