Oda is not freestyling anything in terms of powerscaling lol. He has been consistent since Elbaf started. Imu top 1, and Nidhogg is the second strongest in this island. It’s clean, nobody’s touching Imu, not unless it’s hybrid Woki or Joyboy possessing Luffy’s hat.
Oda never had consistent powerscaling to begin with. Authors dont typically care about consistent powerscaling. Only nerds that powerscale in fanbases do lol.
Confining yourself to accurate powerscaling makes it harder to write stories. Hence why, for example, Akira Toriyama stopped giving a fuck after a while and did whatever he felt like doing.

I can see Oda creating a fake out death scene for Gaban. No way a legendary character is going to die, and the Strawhats are supposed to meet him at the end of Elbaf arc for information.
