To me this is what the Average Ninja is in Naruto. No Clan or Secret Techniques. And aren't super human. Even these guys are probably more experienced than most Average Ninjas.

I'm more thinking "Can the Average Ninja use Chakra Natures"? Or is that considered to be an Advanced Skill? Plus my also thinking about the Average Captains and Marines in the New World.
I think Shikamaru said that Chakra Nature is considered a "High Level" technique and was surprised that Naruto was learning it. So if Captain Rank Marines aren't Average I would say Chakra Natures aren't either.

Funny enough even though he was the worst student in his class. Naruto was still above average. Remember he could have graduated 1 year and a half early if he could use the "Regular" Clone Jutsu. But if Captain rank is considered above average than Chakra Natures are probably as well.

Chakra Natures aren’t really expanded upon till Shippuuden tbh. I’m fairly sure Iruka Sensei a Chunin would be able to handle the average Marine mook tho.
