To establish that Luffy is far from what it takes to be pirate king. That’s why oda is comparing him to a character who is now old and injured but in his prime was the level needed to attain the throne.

It serves to setup drama, cliffhanger...

It's similar to what Pitou did to Kite and how it affected Gon, except that in HxH it's much better written and much more bizarre.

Is that why Garp the fist couldn’t even beat emotional Kuzan in a fist fight? Or why Green Bull side quested a Black Blade? Kizaru didn’t even use light clones or orbital attacks against healthy old Rayleigh and still sent him into cardiac arrest lol.

Imo the craziest part is fruitless Kuzan having the same fistfighting ability as Garp, Oda really humiliated Garp by having Aokiji side quest his strength.
