Early in the manga he had him get stuck with his feet in ground to lose vs arlong first round and had to be save .
Also IMO luffy was as strong as Croc he just did not know how to hit him .
It not like we see luffy get any power up like we saw during other fights as soon as he figure out how hit croc he was even .( does anyone think smoker was stronger than luffy when he had gears )
