Luffy using a last ditch attack before running out of his forms is pretty common. And damage seems to make him run out faster

Luffy lost to Kizaru. And if they fought again, Luffyd lose again. So no no one needs ID, Future Sight, ACoC, or that other stuff to beat G4 Luffy.

The problem is how long this series has been running. Scaling is all about fans picking on each other for something no one can predict... not even Oda. It's clear that he unintentionally made Ace, Crocodile, CP9, and maybe others (Strong World isn't canon but that was also a flub) too weak initially. As time goes on he just revises these things to suit the plot
