If I put my biasedness aside, then some characters are definitely more interesting and stands out
Old gen - Gaban and Xebec. These two really owned the panel time whenever they got it.
Mid gen - OG admiral trios. Their commanding authority, different sense of justice and unique dfs just hit the nail. Oda did Kaido and BM dirty. Shanks is just for aura and fan service. Mihawk and Dragon - totally sidelined.
Current gen - Blackbeard and Law. I would even put Doffy here.
There’s legit no inconsistencies. Shanks and Gaban were able to dismember and drop Harald multiple times. Problem was they didn’t have an answer for the regen.
Loki never had to deal with the regen because Harald brought himself back to his senses momentarily allowing Loki to get a free shot and killer him.

1) By Gaban's own words, Gaban and Shanks significantly slowed down Harald's regen. This allowed Harald to briefly regain consciousness and allow Loki to hit him cleanly.
2) Ragnir clearly has special powers. It's not just powerscaling.

Shanks and Gaban at the start of their fight performed just as good as Loki did. Again the problem was Harald kept coming against shanks and Gaban but not against Loki. Oda even spelled this out in the chapter that what shanks and Gaban couldn’t handle was the immortality.

The problem wasn’t AP or anything like that, they were doing damage they were dodging fine, the problem was they ran out of steam and could no longer keep up with Immortal Harald. Whether that’s Gaban alone or Gaban and shanks, that’s how that fight would’ve ended regardless.
