His statement means that Teach isn't the one Roger is waiting for. This is correct because Teach won't inherit Roger's will. Teach won't bring the dawn everyone is waiting for.

It's Luffy.
But nothing in that statement implies Teach can't be FV. Infact, everything we saw in egghead and Elbaph - Xebec's dream, Teach having same dream, Teach planning something to deal with WG, Davy Jones lore, ambiguity regarding Ancient Kingdom being good or evil have raised Teach being FV stocks higher.
Teach's ideology of freedom runs opposite to Luffy's and this is what Oda has consistently established since Jaya.
