They reached a divine status and have their own tier
We can only compare the PK, Yonko and Admiral tier characters with each other
We see it in relation to characters like Xebec, Luffy etc. when we say that Gaban did well against Imu
Was it a low diff? Yes
but an old and injured Gaban performed way better than someone like Luffy who was at his peak
Now we can only imagine how strong prime Gaban was, in my book stronger than the likes of BM
So the whole Imu vs Gaban discussion is pointless, that’s not the issue itself

And here's the thing. Davy Jones is currently more mysterious than Imu himself. We already know what Imu looks like, what he fights with, what his abilities are, what his role is. Davy Jones is still a complete blank. And we all know what that means in a shonen. The most mysterious figure is always the most significant when the curtain finally drops. Oda is keeping Davy Jones in the shadows for a reason.
