Unlike Gaban's bum ass, Rayleigh is very important character.
- Made his debut in chapter 500 (unlike Gaban who appears randomly in 1139)
- Just look at how Rayleigh made his debut, flexing CoC and made everyone aware of his aura. Compare that to Gaban made his debut attacking fodder Road and missed.
- Fucked Admiral Kizaru and made him frustrated.
- Invaded Marineford once.
He embarrassed Kizaru and went to Marineford, all without any consequence. Whole Navy knows he lives freely in Sabaody (which is not under any Yonko's protection unlike Elbaf, and actually pretty close to Marineford iirc), even Hero of the Navy Garp highly worried of him, yet they all did nothing to Rayleigh.
- Became Luffy's personal mentor during timeskip.
- Fucked the Sabaody Navy once more right after timeskip, and again no consequence.
- Rescued Hancock.
- Made Yonko Blackbeard retreating.
- Have Godlike reputation.
All happened while Gaban hid his ass in his former junior's territory. Dude basically admitting he's afraid of Kaido, sharing same little dick energy with Greenshoes.
He won't even become relevant anymore after Elbaf arc (that's assuming he survives and not actually getting killed when he jobs to Shamrock to complete the Sanji's parallel in being perfect hype tool). After Elbaf arc he only appears in cover story or a few small panels every 50 chapters or so.
Unlike Rayleigh which becomes 1 of most important character in the manga, Gaban is most likely one arc only character. Another relic of the past, like Don Chinjao. Well probably slightly less than Chinjao, because at least Oda gives CoC to Chinjao.

Rayleigh gets hyped by Garp, is known by strawhat fodder and others. A certified legend.
Gaban gets hyped by that one giant duo [who got tricked into 50 years of service by npc WG agents], who got 1 shot by that emo chick in the marines.

First of all, it'simply idiotic to take the statement literally, as it would otherwise imply that Gaban = Rayleigh = Roger, no escape from that
And does someone seriously believe such a thing? So do the same people think that Sanji = Luffy = Zoro?

The chapter simply says that Gaban is "equal" to Roger and Rayleigh in the sense that he is in the same plane as them as pirates of legendary status
Like Shiki to Roger, Oden to Roger and Whitebeard, and so on (guess why... no one has ever considered Shiki equal to Roger in strength or Oden equal to Roger and Whitebeard in strength)
In fact, the word used is the same used to say that Luffy is "equal" to Shanks now,

Zoro has, throughout the ENTIRE STORY, always had much better feats and stronger powers
Has much higher combat potential and much higher fighting benchmarks
We know Zoro's combat speed is fast enough to keep up with Sanji's movement speed
Zoro has the endurance to endure Sanji's kicks, and the Haki and physical strength to block them with his swords
Sanji can't survive Zoro's Adv CoC attacks, Zoro can survive Sanji's attacks
Sanji's current strongest attacks literally tingled Luffy's back, Zoro's strongest attack from 150 chapter ago and two power ups ago could permanently damage Kaido who eclipses Luffy in passive durability... in terms of attacking power and Haki, Zoro outclasses Sanji by a large, large, large margin
It can be a decent fight between 100% Sanji and holding back Zoro, when Zoro uses his 100% Sanji gets destroyed
Hell, chapter even shows us that Gaban sees Roger in both Luffy and Zoro
