I think Imu is definitely up there too. Lol. Even when he isn't on screen he is both making and destroying agendas. Like how he empowered Sommers to the point he could casually block and overpower the same move that defeated King. THAT ruffled some feathers. And given he is kind of THE bar, anything he does, anyone he interacts with, any random comment he makes about someone's strength can make or break a lot of agenda's.
