From his track record failing to hit base Luffy and got 1 shot by Gunko, Stigma will blitz and 1 shot Gaban. That's the reality that Oda has been established in the manga.

Yep, while the Hajrudin slander is a bit funny, in reality it's no surprise that he got stronger post Dressrosa, imo it makes no sense for him to be the same power level as before.

The other SH Grand Fleet members should also be way stronger as well.
